"On Angel" is derived from the tactical phrase used during critical incidents to signify open authority to immediately stop a threat. The name represents readiness, decisive action, protection, and the trust placed in trained professionals to act when it matters most.

The On Angel Solutions team brings law enforcement, emergency response, tactical operations, investigations, technology, and instructional experience to every course and consultation.
Justin is a 10-year law enforcement veteran with a prior career in Fire/EMS, bringing a well-rounded background in emergency response and tactical operations. He currently serves as a Patrol Division Lieutenant with his agency and has extensive experience as both an operator and team leader on a Special Response Team.
The team he serves on is a multi-focused unit responsible for a wide range of high-risk operations, including surveillance and counter-surveillance, violent offender apprehension, search warrant service, and vehicle takedown operations. Justin holds an advanced SWAT certification through TTPOA.
He is a certified instructor in multiple disciplines, including TCOLE Firearms Instructor, TTPOA Instructor, TCOLE Instructor, Licensed Mental Health Officer, Distraction Device Instructor, and Self Aid/Buddy Aid (SABA/TCCC) Instructor. He is also a certified Glock Armorer.
Justin's training philosophy emphasizes strong fundamentals, with a focus on entry-level tactics, mindset, and situational awareness for new officers, while also developing advanced capabilities for high-threat tactical environments. He firmly believes that regardless of the mission or complexity of the environment, mastery is only achieved through disciplined execution of the basics.
Sergeant Steven Deliphose was born and raised in Houston, Texas. He has nearly two decades of law enforcement experience and has worked across multiple areas of policing. He is a 2009 graduate of the Houston Community College Police Academy and is a former member of the Texas Narcotics Officers Association, the Texas Gang Investigators Association, and the National Narcotic Detector Dog Association.
Sergeant Deliphose began his law enforcement career in 2010, where he was awarded Rookie of the Year. In 2012, he transitioned to another agency and earned Officer of the Month honors in April 2013. In 2014, he joined a large constable's office, where he received a Chief's Commendation for his role in a pursuit involving an arson suspect who was later captured and sentenced to prison.
In 2015, Sergeant Deliphose joined another municipal police department and earned a Chief's Commendation for helping capture burglary suspects. In 2016, he continued his career with another agency, where he served on a TCOLE advisory board as well as the Honor Guard and Recruiting Team. He was selected for the Canine Unit, becoming the first African American canine handler in that department's history. His canine partner was a dual-purpose narcotics detection and apprehension canine, and together they still hold the department record for the most contact and non-contact apprehensions.
In 2021, Sergeant Deliphose joined his current agency. Since then, he has served in numerous roles, including Instructor, Field Training Officer, Honor Guard Member, Taser Instructor, Concept2 Row Administrator, and Recruiting Team Member. In March 2024, he transitioned from patrol sergeant to overseeing the Criminal Investigations Division. Sergeant Deliphose is an ILEA 21st Century Sergeant Academy graduate and an FBI-LEEDA Trilogy graduate.
In 2024, Sergeant Deliphose and the Criminal Investigations Division set a departmental record in the agency's more than 100-year history by filing 48 criminal charges. In 2025, Sergeant Deliphose and his team surpassed that record by filing 65 charges and securing two federal indictments.
Aaron Lysack is a law enforcement professional, instructor, and public safety technology specialist with more than a decade of experience in policing, tactical operations, and emergency response technology. Since beginning his law enforcement career in 2013, he has served in Patrol, Field Training, Traffic Enforcement, Technical Operations, and leadership roles involving public safety technology and drone operations. He currently holds a Master Peace Officer License and has been recognized with multiple Lifesaving Commendations, two Mothers Against Drunk Driving (MADD) Awards, and Officer of the Year honors.
Aaron is the founder of a municipal public safety drone program and a founding member of a regional public safety UAS response network supporting disaster response, search and rescue, and law enforcement operations. He has extensive experience implementing and managing public safety technology systems, including drone operations, CAD/RMS platforms, body-worn and in-car video systems, electronic ticket writing, mobile AFIS, cameras, communications systems, and Drone as First Responder (DFR) programs. He also supports tactical and special response operations in a technical operations capacity.
As an instructor, Aaron is a TCOLE-certified instructor and an ALERRT Instructor certified in Level 1, AAIR, and CRASE courses. He is also a certified Pepperball Instructor and Armorer, with additional experience teaching drone operations, public safety technology integration, tactical response concepts, and traffic-related investigations.
